Escoger el personal que se haya de enviar al Exterior entre los aspirantes que en los tres últimos añas hayan terminado estudios de Ingeniería Civil o de Ingeniería de Minas en la Universidad Nacional haya de enviar al Exterior entre los aspirantes que en los tres últimos añas hayan terminado estudios de Ingeniería Civil o de Ingeniería de Minas en la Universidad Nacional, Escuela de Minas de Antioquia, Universidad del Cauca, y particulares de reconocida idoneidad, a juicio del Gobierno, y que figuren entre los que hayan obtenido más altas calificaciones en sus estudios.
