Art. 2.° Cuando haya fundados temores de grave.perturbacion del órden en algún Estado, i juzgare el Presidente de la Union que su presencia en él podría contribuir a la desaparicion del peligro de guerra, por el mas fácil i eficaz empleo de los medios con iliatorios, se le autoriza también para trasladarse temporalmente al punto o puntos que las circunstancias indiquen, quedando en la capital los Secretarios de Estado que él designe despachando del propio modo dispuesto en el artículo anterior.
