Destinase la cantidad de veinte mil pesos anuales para la apertura de la vía de que trata el artículo anterior hasta su conclusión, salvo que dentro del plan general de colonización del Caquetá y Putumayo pueda incluirse la apertura de dicha vía, caso en el cual el costo de ella se tomara de la suma destinada en la Ley 100 de 1923 .
