Art. 2.° El Departamento de Santander se dividirá, desde el 1. ° de Abril en adelante, en dos Distritos Judiciales denominados, el uno, "Norte," que se compondrá de las Provincias de Soto, García-Rovira, Pamplona, Cúcuta y Ocaña, y tendrá por cabecera la ciudad de Bucaramanga; y el otro denominado "Sur," se compondrá de las Provincias del Socorro, Vélez, Guanentá y Charalá, y su cabecera será la ciudad de Socorro.
