Ningún laboratorio de producción biológico puede funcionar sin autorización de la Inspección General de Laboratorios y farmacias, entidad que, para concederla, oirá el concepto del Laboratorio de Control de drogas, Alimentos y Cosméticos del Instituto Nacional de Higiene Samper-Martínez. Este certificado así como los protocolos respectivos, deberán presentarse al Departamento Jurídico del Ministerio de Higiene, con la solicitud de licencia.
