El superintendente de la administración general de correos reunirá todas Las estampillas de emisiones anteriores, vigentes en la fecha, que se hallen en las oficinas de fuera de la capital; y dentro del término Improrrogable de seis meses, cambiaran las que se hallen en poder de Particulares, previa solicitud escrita de los poseedores. A esta solicitud Debe acompañar una certificación del jefe de la oficina de correos que la Vendió, en que conste que la venta se hizo antes dela publicación de este Decreto.
