Identidad étnica cultural y derecho a la diferencia . El Estado reconoce que el pueblo Rrom o Gitano es parte constitutiva de la nación, con unas características identitarias y una cultura propia que ameritan un tratamiento diferencial. Los mecanismos, medidas y procedimientos contemplados en este decreto deben garantizar la pervivencia de su integridad étnica cultural y respetar sus usos y costumbres.
