Los Concejos Municipales reglamentarán la conformación de los Consejos Municipales de Desarrollo Rural, de acuerdo con lo establecido en este capítulo, a iniciativa del alcalde.

Parágrafo

La vinculación del personal profesional y técnico de la UMATA, cuando ésta forma parte de la estructura administrativa del municipio, se debe hacer con sujeción a las normas y procedimientos de la carrera administrativa.
