Artículo tercero. El Banco de la República queda autorizado para que, sin afectar el cupo del Gobierno Nacional, adquiera a la par nominal los documentos de Deuda Pública Interna a que se refiere este Decreto, y los posea por todo el tiempo de su vigencia.
