Quedan así derogados todas las disposiciones legales y reglamentarias contrarias a lo que en este Decreto se dispone, y especialmente el artículo 1º. del Decreto legislativo 2197 de 1932; y modificados el artículo 17 de la Ley 88 de 1928 y el artículo 13 del Decreto legislativo número 1300 de 1932, y los Decretos 1920 y 1953 de 1948.
