Para dar cumplimiento a lo que se dispone en el artículo anterior, se apropiará una cantidad anual equivalente al producto del impuesto de canalización que se cobre por razón del transporte en el rio Atrato, sin perjuicio de lo que al respecto ordenan los artículos 4° de la Ley 69 de 1927 y 1°. y 4° de la Ley 38 de 1928 .
