Articulo 11 . El presente Decreto rige a partir de la fecha de su expedición y deroga todas las disposiciones que le sean contrarias, en especial el numeral 4º del artículo 80 del decreto 1663 de 1979 y el capítulo V, título VIII del mismo Decreto.
