Los bienes raíces de la Nación o de cualquier otra entidad publica, que se destinare a la ejecución de una obra por la cual se distribuyeren contribuciones de valorización, se estimularan, para los fines del artículo anterior, por el valor comercial que tuvieren en el momento de elaborar el presupuesto o el respectivo cuadro de costos, mediante avaluó especial que para el efecto se practicara por el Instituto Geográfico "Agustín Codazzi".
