Art. 54. La responsabilidad por falta de legalización de los gastos hechos por anticipación, es distinta de la responsabilidad por la ilegalidad del gasto. En consecuencia, la Oficina de Cuentas puede glosarlo por no ser legal, en su esencia, esté ó nó legalizado por el Ordenador.
