Con el objeto de atender a los damnificados de los desastres ocurridos en los años 1995 y 1996, el Instituto Nacional de Vivienda de Interés Social y Reforma Urbana -INURBE, podrá otorgar subsidios, con cargo a los recursos marcados con la leyenda Red de Solidaridad Social, a los hogares con ingresos superiores a dos salarios mínimos mensuales legales y no superiores a cuatro salarios mínimos mensuales legales, siempre y cuando la postulación sea colectiva y al menos el ochenta por ciento (80%) de los postulantes tengan ingresos no superiores a los dos salarios mínimos mensuales legales.
