Art. 104. Mas si aun después de la exhibición de estos documentos el responsable del Erario en cuya caja se hizo el depósito denegare ó de algún modo retardare ó entorpeciere su entrega, el Poder Ejecutivo, inmediatamente que le sea conocido el hecho, ordenará la devolución del depósito, que el responsable del Erario no podrá rehusar y que deberá efectuar en el acto que reciba la orden.
