Art. 4.° El Poder Ejecutivo de la Union promoverá el establecimiento de las Juntas de que trata el artículo 443 del Código fiscal, en los Estados en donde no se hayan organizado; i en el caso de que sean necesarias para la administración de los fondos de que trata la presente lei.
