° Aclarase el inciso 1°. del artículo 59 del Código de Petróleos, en el sentido de que la exención que en él se establece, se refiere exclusivamente a los productores que refinen dentro del país para el consumo interno los petróleos crudos de sus propias explotaciones, en refinerías de su propiedad.
