Se transportarán con una rebaja del cincuenta por ciento (50 por 100) en el flete, en los ferrocarriles nacionales y en los subvencionados por la Nación: 1º Todos los materiales, herramientas y enseres con destino exclusivo a los ferrocarriles departamentales y municipales. Cuando se trate de ferrocarriles que se construyan en virtud de concesión otorgada por los Departamentos, los concesionarios tendrán derecho a la misma rebaja para los materiales, herramientas y enseres que introduzcan del Exterior con destino exclusivo a su construcción. 2º Los materiales necesarios para cables aéreos oficiales.
