Los beneficiados con la exención de fletes en el ferrocarril del Pacifico, decretada por ley especial, o por concesión del Gobierno, conforme a las disposiciones legales vigentes, estarán obligados a pagar, anticipadamente, el valor de los gastos correspondientes a las operaciones de cargue y descargue de los elementos por los cuales se ha otorgado la concesión del flete libre.
