Con el fin de asegurar la continuidad, calidad y regularidad del servicio, el concedente podrá sustituir al concesionario en su prestación, realizándola por sí mismo o mediante terceros, en el evento en que se haya suspendido, o se tema razonablemente que se pueda suspender, previo concepto de la Superintendencia de Servicios Públicos Domiciliarios. La sustitución deberá ser una medida temporal y cuando el concesionario se halle en condiciones de prestar nuevamente el servicio podrá ser restituido; en caso contrario, se decretará la terminación del contrato.
