Si se presentasen varias propuestas sobre un mismo sector o grupo de minas, el Ministerio de la Economía Nacional, escogerá con cuál de los proponentes prefiere contratar, teniendo en cuenta las mayores ventajas que se ofrezcan, a favor del Estado, la capacidad financiera y técnica del proponente, su experiencia en el ramo de minería y la garantía en la eficacia de la explotación.
