Art 12. El Poder Ejecutivo, para negociar el empréstito de que trata el artículo 1. º de esta ley, podrá emitir, gradualmente y a la par, hasta quinientos mil pesos ($ 500,000) en vales de Tesorería al portador, con cupones que representen doce por ciento anual (12 por 100), los cuales vales serán admisible en un veinte por ciento (20 por 100) de las rentas nacionales. Estos vales se pondrán de nuevo en circulación, si fuere necesario, en pago de gastos, pero en ningún caso excederá la emisión de la suma indicada.
