Artículo primero . La Nación se asocia a la celebración del sesquicentenario de la Universidad de Cartagena en el Departamento de Bolívar, próximo a cumplirse el día seis (6) de octubre de 1977 y reitera su admiración y reconocimiento al señor General Francisco de Paula Santander, fundador del ilustre centro docente y defensor de las tesis que hoy permiten la cátedra libre y la interpretación científica.
