Art. 11. Cuando los Jefes de oficinas hagan suspensiones y nombramientos interinos ó concedan licencias, sin dar cuenta oportunamente al Ministerio de Hacienda, no se les aprobarán después las medidas dictadas, y los gastos ocasionados por ellas no serán legalizados.
