Ningún funcionario, empleado o agente del Gobierno Nacional queda relevado de la responsabilidad que le incumba unión conforme a este decreto y a las demás disposiciones legales por haber obedecido órdenes de autoridad superior en lo relativo al pago o manejo de fondos u otros bienes de que sea responsable, salvo en el caso de insistencia comprobada conforme al artículo 43 de la Ley 64 de 1931.
