Artículo primero. A partir de la vigencia del presente Decreto el Instituto Nacional de Fomento Municipal (Insfopal), continuará funcionando como un Establecimiento Público, esto es, como entidad dotada de personería jurídica, autonomía administrativa y patrimonio independiente, para el cumplimiento de las funciones que más adelante se determinan. El Instituto estará adscrito al Ministerio de Salud Pública su domicilio será la ciudad de Bogotá, pero podrá establecer dependencias en otros lugares del país.
