En el Presupuesto de la vigencia de 1948-1949 se incluirá precisamente la partida de ciento veinte mil pesos ($ 120.000) destinada a darle cumplimiento a esta Ley, y en caso de que no se expendiese tal Presupuesto, o no se incluyere dicha partida, el Gobierno hará los traslados necesarios Para que en todo caso el 24 de octubre de 1950, se inaugure la estatua, el busto y demás obras que aquí se decretan.
