El inciso 1° del artículo 70 de la Constitución Nacional quedará así:

Las Cámaras y las Comisiones Permanentes podrán abrir sus sesiones y deliberar con cualquier número plural de sus miembros, en aquellos días y horas en que deben sesionar según la Constitución y sus reglamentos internos, y en aquellos otros para los cuales las Mesas Directivas las hayan convocado, durante los períodos de sesiones, con cinco días de anticipación por lo menos.
