Los cargos de escrutadores municipales son de forzosa aceptación. Los que no concurran a desempeñar dichas funciones pagarán una multa de diez mil pesos ($ 10.000.00) que será impuesta, mediante resolución, por los Delegados del Registrador Nacional a favor de la Registraduría Nacional del Estado Civil. Cuando los designados como escrutadores sean funcionarios o empleados públicos, la multa se pagará mediante sucesivos descuentos que hará el pagador respectivo, de un diez por ciento (10%) del sueldo mensual que devengue el sancionado.
