Las oficinas de contabilidad de los Ministerios continuarán llevando el libro por debe y haber de que trata el Decreto 679 de 1909 (Diario Oficial número 13728), así: en el debe se anotará la relación de los créditos que hayan de reconocerse; y en el haber, las sumas que, de acuerdo con la relación semanal respectiva, debidamente aprobada, deban haberse pagado.
