Art. 284. Los importadores de mercancías en la Aduana de Cúcuta, por algunos de los puertos del Atlántico declarados de tránsito por el artículo 298 de este Código, que no presentaren dentro del plazo asignado la correspondiente tornaguía, pagarán desde la fecha del vencimiento de ese plazo los intereses de demora a razon del dos por ciento mensual.
