La importación de libros, revistas o folletos, de carácter científico o cultural, a que se refiere la actual posición 4901 del arancel no estará sujeta al requisito de factura consular ni de conocimiento de embarque y solo podrá limitarse cuando sea originaria de países en que se dificulte el ingreso o la libre circulación de los libros, revistas o folletos colombianos.
