El Ministerio de Transporte diseñará el formulario de evaluación para efectos de la habilitación e indicará la forma de su diligenciamiento, procurando que el interesado pueda aplicar directamente la metodología prevista. La autoridad competente deberá resolver lo concerniente a la habilitación dentro del término previsto en el artículo 14 de la Ley 336 de 1996, so pena de incurrir en las sanciones legalmente previstas.
