La Nación acometerá por su cuenta la construcción de un ramal de carretera que partiendo de la población de Chinácota empalme con la Carretera Central del Norte en un punto comprendido entre El Diamante y Pamplona. Este ramal se considerara como parte integrante de la sección 3º de la carretera troncal mencionada.
