El Poder Ejecutivo no podrá suspender en ningun caso el pago de los auxilios decretados en favor de los Estados para sus empresas materiales, ni dejar de expedir los documentos de crédito provenientes de esos mismos auxilios, en los términos prevenidos en las leyes que los han otorgado.
