Artículo segundo. Para los efectos del Artículo anterior, el Ministerio de Trabajo, Higiene y Previsión Social queda autorizado para tomar de los respectivos Ministerios los elementos que actualmente se destinan a este fin y que considere indispensables para la organización y dotación del Servicio Médico de los Ministerios, señalar el personal, fijar las asignaciones y determinar la dotación y los demás elementos que sean necesarios para la finalidad propuesta.
