Crease en el Ministerio de Industrias el Departamento Nacional de Agricultura y Zootecnia, a cargo de una Dirección General, compuesta así:

Con un Jefe Ingeniero Agrónomo, un Entomólogo, un Botánico, un Químico, y un Veterinario. Esta Dirección se entenderá con todo lo relacionado con la organización, el fomento y la defensa agrícola y pecuaria, la formación de la carta agronómica y el mejoramiento de la producción en el país.
