° Los Jefes civiles y militares tendrán las siguientes atribuciones: 1.ª Las que por las leyes y ordenanzas vigentes corresponden a los gobernadores. 2.ª Organizar las fuerzas militares que sean necesarias para el restablecimiento del orden y ponerlas a las ordenes del Gobierno. 3ª Nombrar con aprobación del Gobierno los jefes de las fuerzas que organicen. 4ª Dirigir las operaciones militares que el Gobierno ordene y confié a su dirección. 5ª Prestar los auxilios que los ejércitos de operaciones ordenas por el Gobierno le pidan mientras estén en el territorio de su mando. 6ª Decretar las expropiaciones y empréstitos voluntarios o forzosos que las circunstancias demanden. 7ª Destinar á los gastos que exija el restablecimiento del orden el producto de las rentas y contribuciones del departamento. 8ª Las demás que les delegue el Gobierno.
