El Gobierno designará una comisión elegida entre los individuos que pertenecen á la Sociedad Colombiana de Ingenieros, para que en asocio del Ministro de Obras Públicas y Fomento y del Abogado del mismo Ministerio procedan á elaborar los reglamentos técnicos á que deben estar sujetas las empresas de transportes de que trata esta Ley.
