Art. 4.° El Director jeneral de Correos fijará las bases de reciprocidad a que se refiere la funcion 8. a de la lei de Correos, i por sí o por autorizaciones especiales que podrá conferir a sus subalternos, celebrará el convenio de que trata la funcion citada, sometiendol a la aprobacion del Poder Ejecutivo.
