Cuando discutido en más de dos sesiones un artículo, proposición o proyecto de" acuerdo, se considere, a juicio del Consejo, que se trata de prolongar indefinidamente un debate, el Presidente consultará a la corporación a pedimento de cualquier Consejero, sobre si se tiene por suficientemente instruida, y si el Consejo resuelve afirmativamente esta cuestión, se procederá a votar el artículo, proposición o proyecto, sin más discusiones.
