Para conmemorar los cuatrocientos (400) años de existencia de la ciudad de Toro, en el Valle del Cauca, el Ministerio de Obras Públicas le entregará a dicha ciudad la estatua del Padre de la Patria, modelo Teneranni, que mandó colocar allí la Ley 75 de 1946 ; y dispondrá la pavimentación de ochenta (80) cuadras de la misma ciudad, con las apropiaciones que al respecto tenga el Ministerio o abriendo créditos a los Presupuestos para realizar de inmediato esa obra, como homenaje a la "Ciudad Confederada" del Valle del Cauca y para procurar su recuperación.
