ARTICULO 21 . El tránsito aduanero al exterior de mercancías nacionales, admitidas con franquicia de derechos o extranjeras se controlará por la aduana de salida o los puntos de control ubicados en el territorio aduanero donde culmine este régimen. Se prohibe el tránsito de mercancías extranjeras o admitidas con franquicia de derechos, a cualquier aduana del país fuera de las zonas de régimen aduanero especial.
