ARTICULO 11 . Los proyectos, obras o actividades de pavimentación que no incluyan cambios en las especificaciones técnicas de vías y de repavimentación, no requerirán Licencia Ambiental. Para estos casos la autoridad ambiental competente podrá exigir el plan de manejo ambiental, sin perjuicio de la obligación de solicitar y obtener los correspondientes permisos, concesiones o autorizaciones a que haya lugar.
