Todos los buques mercantes que entren a los puertos de la República serán custodiados por un empleado del Resguardo desde el momento en que entren al puerto hasta que salgan de él. Este empleado se relevará cada día, antes de abrir las escotillas y demás entradas selladas, y previo examen de las cerraduras.
