La Comisión tendrá un carácter constructivo y propositivo y funcionará como una instancia de concertación de políticas y medidas de promoción y protección de los Derechos Humanos, a partir del reconocimiento de las diferentes perspectivas de sus miembros sobre la problemática de que se trata, para intentar la búsqueda de fórmulas de concertación en torno a las soluciones de la misma.
