Art. 3° La suma que falta aún por emitir de la expresada de 12 millones de pesos ($12.000,000), se aplicará exclusivamente:

(a). A la amortización gradual de la deuda interior, conforme a las leyes vigentes sobre la materia.

(b). A la continuación del Ferrocarril de Girardot, obra en la cual podrán invertirse hasta doscientos mil pesos ($200,000) en el presente bienio.

(c). A la continuación del Ferrocarril de Buenaventura á Cali, en la forma que determine el Gobierno, siempre que esta obra no hubiere de llevarse á cabo por una empresa particular. La suma que puede a aplicarse al mencionado Ferrocarril no excederá de trescientos mil pesos ($300,000) en el presente bienio.
