El inciso a) del artículo 4° del Decreto 1858 de 1938 quedará así:

Los representantes que deba tener el Gobierno Nacional en las Juntas de Beneficencia, en las Juntas Directivas de los hospitales y en los demás establecimientos e instituciones de Asistencia Pública y de Utilidad Común, del país, serán nombrados por el Jefe del Departamento de Asistencia Pública y Previsión Social, previa aprobación del Ministro de Higiene. Dichos representantes tendrán voz y voto en las deliberaciones de las mencionadas Juntas.
