En el presupuesto nacional de la próxima vigencia fiscal se incluirá por el gobierno la suma destinada por el artículo anterior, necesariamente; y si no se incluyere, el gobierno queda facultado para abrir los créditos adicionales o hacer las traslaciones que fueren necesarias dentro del mismo presupuesto, para darle cumplimiento a esta ley.
